NUPW: No restructuring

The jobs of public workers are not on the line.

Richard Green, general secretary of the National Union of Public Workers (NUPW), is giving that assurance in light of the ongoing job evaluation exercise of the Public Service. He stressed it was not a restructuring programme.

“A job evaluation is a measure by which the intrinsic value of jobs is scored. If we reflect on the experiences of COVID, we recognise that there are some jobs which now have less value and then there are other jobs which now have greater value because of what is now required of an employee to execute those and what now makes up the specific tasks which make up the job.

“What is important for workers to understand is that even if you are in a job, even if that job now has a lesser value, it does not devalue you – you still maintain your salary. If you are in a salary scale, you still can get your incremental credits that you can raise through the scale but what it would affect is any new [appointee] into that position,” he told the

Green said the NUPW had a place in the decision-making process, as he sat on the overall oversight committee, so the union would ensure fairness for public workers.

“We recognise the biggest challenge that comes out of a job evaluation exercise is the elimination of anomalies. Our technical officers are being trained in the process and the NUPW sits on the job evaluation exercise committee which does the scoring of the particular jobs. It is a fairly tedious exercise but we are monitoring it very closely to make sure that it is one that is fair, equitable and transparent on behalf of public officers.

“The NUPW has been speaking publicly about this and trying to reach as many public officers as possible because the job evaluation exercise can be very critical to the recognition of the value of jobs, where workers can be upgraded based on the THE JOBS OF PUBLIC WORKERS are not on the line.

However, while emphasising that no one’s job was on the chopping block, Green said this did not rule out the possibility of some jobs no longer being available in the future. (CA)
