$5 000 bail for dog owner

Dog owner Davino Shkell Howard will be the teaching moment for other Barbadians who do not know they should license their dogs.

So said Chief Magistrate Ian Weekes as he ordered a pre-sentencing report on the animal cruelty accused who appeared before him in the District “A” Magistrates’ Court yesterday.

“I believe, really and truly, that sometimes one or two of the penalties in these areas are not necessarily effective. I believe that some public education should be important for this young man,” said Weekes.

“My whole purport is really to try and see if we can get some public education out in relation to this case so the public can be duly guided by the information which will flow from it,” the Chief Magistrate explained.

Howard, 28, of Bullens Avenue, Dalkeith Road, St Michael, had just pleaded not guilty to wantonly ill-treating and causing unnecessary suffering to an animal – a dog – on September 13. (HLE)
